How to write numbers in English

Say the rules including examples:

This is the list between zero to twenty.

1 - One    11 - Eleven
2 - Two    12 - Twelve
3 - Three  13 - Thirteen
4 - Four   14 - Fourteen 
5 - Five   15 - Fifteen
6 - Six    16 - Sixteen
7 - Seven  17 - Seventeen
8 - Eight  18 - Eighteen
9 - Nine   19 - Nineteen
10- Ten    20 - Twenty

If a number is in the range 21 to 99, and the second digit is not zero, one should write the number as two words separated by a hyphen.

21 - twenty-one        64 - Sixty-four
25 - twenty-five       79 - seventy-nine
32 - thirty-two        83 - eighty-three
58 - fifty-eight       99 - ninety-nine

In English, the hundreds are regular, except that the word hundred remains in its singular form.

100 - one hundred
200 - two hundred
900 - nine hundred

So too are the thousands, with the number of thousands followed by the word "thousand"

1000 - One thousand
21000 - Twenty-one thousand
1000000 - One million

Oxford

Oxford is a busy city. It's got a Famous University and many colleges. It has bridges, museums and libraries.
In my opinion, one of the good things about Oxford is that beautiful and old. There are a lot of shops, bars, restaurants, concerts and films. 

There are some bad things, for example: There are a lots of people in a small city, Oxford is a pretty city and is very busy with students and tourists. Things are very expensive. 
In general, I like Oxford. It's a good place for a lots of things to see and do.
